Entry Requirements for International Students Throughout Their Studies In International College Of Yayasan Melaka (ICYM)

ALL INTERNATIONAL STUDENTS ARE REQUIRED TO OWN A STUDENT PASS AND A VALID VISA THROUGHOUT THEIR STUDIES IN INTERNATIONAL COLLEGE OF YAYASAN MELAKA (ICYM).

Students with a Diplomatic Pass or a Permanent Resident (PR) with a Malaysian Identity Card, Residence Pass - Talent (RP) and students with a Malaysia My Second Home (MM2H) and a Dependent Pass (with a Permission To Study/ Letter from the Immigration Department) are excluded from applying a Student Pass and Visa. You are required to apply for a Student Pass from the ICYM’s International Student Office.

However, if there are any changes in the policy set by the Immigration Department of Malaysia and the Ministry of Education (MOE), students are obligated to follow the set requirements. Since February 2013, the Ministry of Education has established the Education Malaysia Global Service (EMGS) as a one-stop center to process the student pass for all international students studying in Malaysia’s private institutions

Passed Applications for New Students

Please make sure that the student’s passport is valid for at least 15 months.

As soon as the ICYM’s International Student Office (ISO) Officer receives all the documents needed from the student, he/she will submit your application for the approval of the student pass to EMGS.

EMGS will check the student’s application and qualifications thoroughly. If the student is qualified, EMGS will be approving the student’s application and will be submitting it to the Immigration for the final approval.

If the Immigration grants an approval for the student’s application, the student will be given a Visa Approval Letter (VAL). EMGS will notify the ICYM’s ISO Officer to collect the VAL as soon as it is ready. The ICYM’s ISO Officer will then notify the student and hand the VAL to the student. This whole process will take approximately 8 weeks. This period is just an estimation and it will depend on the EMGS and the Immigration.

Single Entry Visa (SEV) with a reference to the VAL is needed for selected citizens who will be entering Malaysia as a student.

Please contact the High Commission of Malaysia/ Malaysian Embassy/ a nearby Consulat or browse http://www.kln.gov.my/web/guest/mission to get a SEV (if applicable) before buying your flight ticket to enter Malaysia.

After receiving your VAL and SEV (if applicable), students can start making preparations to enter Malaysia in order to begin their studies in INTERNATIONAL COLLEGE OF YAYASAN MELAKA (ICYM).

However, if the application for the student pass is rejected, ICYM’s ISO Officer will be informing the student through email.

New Student’s Pass And Visa Approval

During the arrival, students must perform a health examination after the arrival in the period of three (3) days with any panel clinics appointed by the EMGS. Students can get the form and the list of appointed panel clinics, as listed by the EMGS (Refer the attachment) at the International Student Office of ICYM.

After performing the health examination, students must submit their passport to the ICYM’s ISO Officer in the period of seven (7) days after arrival. The ICYM’s ISO Officer will help to submit the passport to the EMGS for the Student Pass and the Visa approval.

The approval process might take approximately six (6) to eight (8) weeks. This period is just an estimation and it will depend on the EMGS and the Immigration.

The approval of the Student Pass is subjected to the report of the health examination after students’ arrival. ICYM’s ISO Officer will be informing the students through email or a phone call if the student’s report has failed. The appeal for the report of the health examination is subjected to the approval from the EMGS.

Notes:

  1. Students CANNOT arrange any travel matters during the approval process until they receive their passport back.
  2. Students are responsible to perform a health examination and submit their passport to the ICYM’s ISO Officer in the set time. If the students failed to do so, this will result in insufficient time for the EMGS to process the approval. ICYM’s ISO Officer needs to apply for a Special Pass for the students that will be charged additionally. If the students submitted their passport after the expired date, it will be considered as an OVERSTAY. An overstay is an offense. The Immigration Department of Malaysia will impose a PENALTY and might BLACKLIST the student or imprison them.
  3. Usually, the validity period of the Student Pass is 12 months. However, that period is subjected to the discretion of the Immigration Department of Malaysia. Students need to check that period when taking the passport from the ICYM’s ISO Officer.

    Starting 1 Oct 2014, all international students will receive an i-Card (International Student’s Card) after the Student Pass has been validated. i-Card will contain the student’s name, passport number, registered educational institution and the validity period of the Student Pass. Students can use the i-Card to travel to Peninsular Malaysia

The Renewal Of The Student Pass

  1. It is the student’s responsibility to monitor the expiry date of their Student Pass (Visa).
    Students are required to:
    1. Submit the renewal document for the extension of the Student Pass (Visa), four (4) months before the expiration date throughout their studies.
    2. Submit the passport for approval, two (2) months before the expiration date.
  2. There will be a charge applied by the EMGS for the annual renewal of the Student Pass, including the application fee for the Student Pass, Visa and i-Card (Fee is subjected to the Management)(** terms and conditions**)
  3. These documents are required for the Application of the Renewal of Student Pass and Visa:
    1. Two (2) sets of photocopied Passport (All pages including the blank page and the front page) Passport must have a validity period of at least fifteen (15) months).
    2. Two (2) copies of passport-sized photo (blue background) 3.5cm wide x 5cm height.
    3. One (1) copy of particular pages of the passport and pages of the latest Student Pass (to be verified as a true copy by the International Students Office and to be kept by the students)
    4. Payment for the Special Pass (Fee is subjected to the management)(**terms and conditions**) if the document submission is done less than eight (8) weeks before the expiration date of the Student Pass.
  4. As soon as the ICYM’s ISO Officer receives all the needed documents, he/she will hand it to the EMGS. After the EMGS approves the student’s application for renewal, ICYM’s ISO Officer will submit the student’s passport to the EMGS for the visa approval. Students need to hand in their passports to the ICYM’s ISO Officer eight (8) weeks before the expiration date of the Student Pass.
  5. The approval of the renewal might take about 6-8 weeks (from the submission date to the EMGS). Students SHOULD NOT make any travel arrangements during the approval process until the student’s passport has been returned, together with a valid Student Pass
  6. For the approval of the renewal of Student Pass, the student’s attendance to the class must not fall under the 90% and students should achieve at least CGPA 2.70 as required by the Manager of the ISO International College of Yayasan Melaka.

Notes:
  1. Attendance is compulsory. ISO Officer and ICYM’s Registration Officer are required to report to the Malaysia’s Ministry of Education (MOE), Police and Immigration if there are any student’s absentees for three consecutive days without any valid reason or permission from the management of ICYM.
  2. All of the stated requirements are subjected to the EMGS and the Immigration Department of Malaysia. Please refer to the ICYM’s ISO Officer frequently for more updated details.

Cancelation of Pass and Student Visa

The Malaysian Immigration Department requires all international students to cancel their Student Passes and Visas when they have completed their studies, terminated their service, deferred (if more than 3 months) or withdrawn from continuing studies.

ICYM ISO Officer four (4) weeks before the date of travel . If the traveling date for the pass cancellation overdue the student pass expiry date, please seek advice from the ICYM ISO Officers 3 weeks before the student pass expiry date and before purchasing any flight tickets.

Leaving without canceling the student pass will cause the PERSONAL BOND DEPOSIT to be forfeited by Immigration Malaysia and may cause consequences if the student decides to apply to another institution in Malaysia.

Overstaying Penalty Pass and Student Visa

Students must be responsible for monitoring passport and visa expiration dates throughout their studies.

Overstaying is an offense under Malaysia's Law. The immigration will impose a penalty between RM1,000 - RM5,000 depending on the duration of the student's overstay.

Students may be blacklisted and deported. Students can be banned from entering Malaysia for a period of time. Students may be imprisoned. The management will also charge a daily penalty for students who stay over the time limit.

Leaving without canceling the student pass will cause the PERSONAL BOND DEPOSIT to be forfeited by Immigration Malaysia and may cause consequences if the student decides to apply to another institution in Malaysia.

General DO'S and DON'TS (Permitted and Prohibited Things)

General Rules and Regulations:

  1. A student must obey the Law of Malaysia at all times
  2. A student has committed a case of misconduct when:
    1. He was found guilty of criminal charges by the court
    2. He is engaged in activity, trade or any resembling, whether on a part-time basis, which is considered unlawful under the Immigration Ordinance 1959 and the Immigration Rules and Regulations 1963 or other laws or which may affect his studies.
  3. A student must comply with all rules and regulations enforced by the institution.
  4. A student must at all times respect the culture, norms and beliefs of the local population.

Drugs and Poisons

It is considered a serious offense if the student:

  1. found in possession of any type of drug and poison. The term 'drug' is as defined in the Dangerous Drugs Act 1952.
  2. found preparing, supplying, distributing, offering or providing any of the above drugs or poisons to any other party.
  3. involved in any form of drug abuse.

Weapons and Dangerous Materials

  1. It is considered a serious offense if a student is found to be in possession or under the supervision of any dangerous weapon or explosive material. 'Arms' is as defined in the Arms Act 1971.
  2. Please always refer to staff at the ICYM ISO Officer or International Student Services (ISS) Department when you have any doubts about the legal system of Malaysia
